<p><b>United States: Bill Would Grant Two-Year Visa to Entrepreneurs with U.S. Investor Backing</b><br />Senators John Kerry (D-MA) and Richard Lugar (R-IN) have introduced the <b>StartUp Visa Act of 2010</b> (S. 3029), which would create a new visa category (EB-6) for foreign entrepreneurs. Foreign entrepreneurs would qualify for a two-year visa upon demonstrating that a qualified U.S. investor will dedicate at least $250,000 to his or her startup venture. <title>Punctuality Could Pay in Bolivia</title>
<description><![CDATA[<p class="MsoNormal" style="MARGIN: 0in 0in 0pt"><span><a href="http://www.reuters.com/article/idUSTRE61N5PQ20100224"><font color="#800080"><em>Reuters</em></font></a><font color="#000000"> reports that Bolivian lawmakers have proposed a new labor law to reward punctual workers, as part of a labor reform prompted by Bolivians' tendency to arrive late for everything from social events to business meetings. Workers would receive a bonus for arriving at work on time every day for a month. The bill also would require companies to provide workers who reside more than 1.25 miles from the workplace with a travel subsidy and a stipend for buying refreshments during breaks.</font></span></p>

<title>European Parliament Committee Approves 20-Week Maternity Leave Proposal </title>
<description><![CDATA[<p class="MsoNormal" style="MARGIN: 0in 0in 0pt"><span style="FONT-SIZE: 10pt; FONT-FAMILY: Arial"><font color="#000000">The European Parliament's women's rights committee voted in favor of extending paid maternity leave from 14 to 20 weeks and granting two weeks' paid paternity leave.<span style="mso-spacerun: yes">&nbsp;</span>Previously, the European Commission proposed extending leave to 18 weeks.<span style="mso-spacerun: yes">&nbsp;</span>As reported by </font><a href="http://euobserver.com/851/29539"><font color="#800080"><em>euobserver.com</em></font></a><font color="#000000">, parliament will vote on the proposed legislation on March 25.<span style="mso-spacerun: yes">&nbsp;</span>If the measure passes, the process by which member states review the text and parliament passes the final version could take 18 months.</font></span></p>

<title>Proposed French Law Mandates Gender Quotas for Corporate Boards </title>
<description><![CDATA[<p class="MsoNormal" style="MARGIN: 0in 0in 0pt"><st1:country-region w:st="on"><st1:place w:st="on"><st2:Sn w:st="on"><span style="FONT-SIZE: 10pt; FONT-FAMILY: Arial"><font color="#000000">France</font></span></st2:Sn></st1:place></st1:country-region><span style="FONT-SIZE: 10pt; FONT-FAMILY: Arial"><font color="#000000">'s parliament is considering a law requiring that women comprise 40% of public companies' boards of directors, reports <a href="http://www.timesonline.co.uk/tol/news/world/europe/article6995911.ece#cid=OTC-RSS&amp;attr=1185799"><i>Times Online</i></a></font><font color="#000000">. Women represent only 10% of board seats in <st1:country-region w:st="on"><st1:place w:st="on"><st2:Sn w:st="on">France</st2:Sn></st1:place></st1:country-region>'s 650 publicly-traded companies, and some large companies have no female directors. If the bill passes, companies will have six years in which to comply.</font></span></p>

<title>Latest Statistics Indicate &quot;Murky&quot; Job Outlook  in U.S. and Europe </title>
<description><![CDATA[<p>Economic recovery remains slow in the United States and the 16-member euro area, with both reporting 10% unemployment rates, according to the<em> </em><a href="http://www.nytimes.com/2010/01/09/business/09globaljobs.html?pagewanted=1"><em>New York Times</em></a>. Unemployment in the larger, 27-member European Union was 9.5% in November 2009.</p>
<p>In November 2009, the euro area lost 102,000 jobs, while the Unites States reported an increase of 4,000 jobs. However, the United States' good news was short-lived, as 16,000 job losses were added to October's revised tally, bringing the country's net job losses in 2009 to 85,000.</p>
<p>Unemployment rates vary widely in Europe. The Netherlands has the lowest at 3.9%, while Latvia has the highest at 22.3%. France and Germany, with unemployment rates of 10% and 7.6%, respectively, had established programs offering support to companies putting workers on shorter hours to alleviate the effects of recession, which has helped to keep unemployment rates relatively low in these countries.</p>]]></description>
